Disaster Management Centre

The Disaster Management Center has been established under the National Council for Disaster Management in accordance with the Sri Lanka Disaster Management Act No. 13 of 2005 passed by the Parliament of Sri Lanka on 13th May 2005. Presently DMC is functioning within the purview of the Ministry of Disaster Management and Human Rights

In collaboration with Ministries, Line Departments, Public Corporations; Provincial Councils, Local Authority Administration as well as District, Division and Grama Niladhari administration; DMC will strive to achieve the following objectives.

alt Provide hazard and risk information using appropriate methods to enable proper disaster management decisions
alt Formulate and implement mitigation strategies for potential future losses
alt Provide for accurate early warnings and ensure their effective dissemination
alt Build capacity to respond quickly and effectively to disasters
alt Enable competent Emergency Operations Management
alt Effective management of post-disaster activities
alt Improve community understanding of risks in order to enhance their resilience in the face of disasters

DMC will coordinate and collaborate with the Ministries, Departments, Agencies, Authorities and Local Authorities at national, intermediate, and Grama Niladhari levels, the armed forces, police, international and national NGOs in managing the total disaster risk reduction process in the country.

The broad activities of the centre will be directing, issuing guidelines, facilitating, coordinating, monitoring and where necessary directly implementing or enforcing activities related to the following:

alt Disaster risk assessment, data collection, research & analysis
alt Disaster management technology, mitigation & disaster risk reduction
alt Forecasting and Early Warning
alt Emergency Operations in case of a disaster
alt Preparedness  Planning (National, District, Division and Grama Niladhari levels
alt Training, Education & Public Awareness
alt Formulate and implement National Disaster Management Plan and National Emergency Operation Plan
alt Implement, coordinate and monitor activities related to hazard mapping, risk assessment, disaster mitigation, disaster preparedness, management of emergency operations and post-disaster activities
alt Co-ordinate with mandated technical agencies on the issue of early warnings for natural hazards and disseminate such warnings to vulnerable communities on time
alt Coordinate and facilitate emergency response, relief and recovery measures in the event of a disaster.
